Rep. Mike Collins has reintroduced the Security and Fairness Enhancement for America Act of 2025 in Washington, D.C. The legislation aims to terminate the Diversity Visa Program and curb chain migration by removing the provision that allows Visa Lottery winners to sponsor family members for preferential green cards.

Rep. Mike Collins stated, "The Diversity Visa Program is a needless exercise in government virtue signaling. We’ve opened our country up to an almost endless system of chain migration while throwing a dart at the globe and letting faceless computer code determine a path to citizenship for 50,000 immigrants." He emphasized that ending the Visa Lottery is "commonsense" and argued that the act would reform the immigration system to prioritize America First policies.

The proposed act seeks to abolish the current Diversity Visa Lottery, which allocates 55,000 green cards annually through a randomized lottery process.

Ryan Walker, Executive Vice President of Heritage Action, supported the initiative by stating, "U.S. visa holders should represent the best and brightest immigrants from all over the world who share the commitment to advance American values. Issuing visas based on arbitrary 'diversity' quotas undermines national security, restricts opportunities for skilled talent, and fails to foster true diversity." He added that the act "restores meritocracy to the American Dream."

Roy Beck, Founder of NumbersUSA, also endorsed Rep. Collins's efforts: "NumbersUSA applauds Rep. Mike Collins for introducing the SAFE Act which would eliminate the Visa Lottery, one of the government's most insulting programs against American workers." Beck urged Congress to support Rep. Collins in ending what he described as a harmful program.

The Security and Fairness Enhancement for America Act of 2025 is presented as part of an effort to realign U.S. immigration policy with common sense solutions that counteract open border policies associated with Joe Biden’s administration.
